The Action Plan for Education aims at reforming the educational system in Romania, by proposing action to achieve the following six objectives:
1) Developing, through modern and coherent legislation, a sustainable, yet open to innovation educational and training system that meets the needs of today's society and the aspirations of all students.
2) Promoting well-being in schools as a premise for improving educational services and for the efficient use of school resources, including the digital environment.
3) Ensuring the necessary conditions for the participation of all children in education, including those at risk of exclusion or students with special needs, but also of gifted students by supporting them in realizing their potential.
4) Implementing modern, digital monitoring and evaluation tools in order to provide data for the elaboration of strategic directions and solutions for ongoing improvement, in partnership with key stakeholders.
5) Creating a competence framework for all education and training providers, teachers and educational leaders, to acquire the skills and tools necessary to provide the best learning experience.
6) Intensifying and diversifying the relations between education and the community in general, between schools and the economic sector, in order to increase the relevance of the educational act to the needs of the society.

The action plan for education 2019-2030 is based on the strategic vision "Education unites us" launched on March 29, 2019 and on the public debates that took place between April and June 2019 in over 8000 schools in Romania, in meetings with school principals and inspectors from over 20 counties, as well as in many other contexts together with teachers, parents, students, chambers of commerce, employers' associations, trade unions, representatives of civil society and academia.
At the heart of the Action Plan is the improvement of the impact of educational and training experience on the life of each student, including those who are likely to face greater obstacles due to special disadvantages or needs or those who, due to personal skills and talents, need special support to reach their potential for excellence.
The action plan aims at increasing the quality of public education by improving the well-being of school communities. The curriculum reform already started needs to be continued, and the curriculum needs to be reviewed on an ongoing basis, in cooperation with key partners, to ensure that students gain critical skills needed in a constantly changing society and economy.
Increasing the share of individual study options for upper secondary students, combined with the flexibility of studies in this cycle and increasing the relevance of vocational and technical education, will be important elements in increasing students' motivation to participate in the educational process and improving learning outcomes.
Also, the generalization of preschool education, as well as the improvement of the transitions between the levels of the education and training system, will contribute significantly to the increase of students' participation in education, as well as to their retention during school cycles. The plan aims to capitalize on the potential of digital technologies to enhance the quality of teaching, learning and assessment.
Among the various objectives and actions included in this plan, there is a group referring to the implementation of a new STEM curriculum. This will bring a new approach to mathematical skills, creative thinking skills, computational thinking and coding, engineering and technological innovation modernization of the student assessment system, as well as a calibration of the assessment of learning outcomes according to individual pathways and clearly defined standards.
