The whole education system is currently being reconfigured, and the implementation of the new national curriculum must go hand in hand with teacher’s training, by acquiring new skills in the teaching-learning process.

The role of the school is not only to transmit information, but also to shape the student's personality, by focusing on skills.

The project CRED “Relevant Curriculum, Open education for all” is a project of challenges, from the perspective that it must find and implement the right balance between the application of European norms and models in education and the traditional ways of teaching these competency-focused content.

General purpose of the CRED project is to prevent early school leaving through systemic measures for the innovative and sustainable application of the new national curriculum, aiming at increasing the access to quality learning experiences of students in primary and secondary pre-university education, including STE(A)M experiences.

Reason for policy

The project CRED “Relevant Curriculum, Open education for all” was born out of a need – the need / necessity to have teachers who assumes new roles. But also, the need / necessity for teachers to know in depth the values of the new National Curriculum, to be able to use them at their true value.

This need / necessity is subsumed by several types of complex actions / activities, which are also necessary:

From the elaboration of relevant documents for the educational policy and for the curricular construction, to the creation of methodological guides for the various disciplines and Open Educational Resources (OER’s) to support classroom implementation of the new curricula.

From conducting an analysis of the training needs of primary and secondary school teachers, to optimally apply the new National Curriculum, to developing and piloting curricular adaptation strategies to the needs of students from vulnerable groups, through thematic research to support the implementation of the curriculum based on key competencies, focusing on students from disadvantaged categories.

From the establishment of a national offer of curricula for integrated options, including for the "Second Chance" Program (ADS), and its promotion, to the actual training of teachers in primary and secondary education, in order to integrate the new gymnasium curriculum and facilitate the transition of students from primary to secondary level, thus ensuring access to quality primary and secondary education for all students.


Description of the policy

CRED project “Relevant Curriculum, Open education for all” aims to achieve the following:

  • Curricular empowerment / training of 55,000 primary and secondary school teachers for a methodological approach focused on key competencies, in accordance with the new curriculum and adapting learning activities to the specific needs of each student, including those at risk of dropping out of school;
  • Facilitating student-centered teaching and learning process, more specifically, to facilitate learning in order to enable and support each student to progress in learning activities, regardless of possible learning difficulties, regardless of ethnicity, disability, etc.;
  • Design and development of teaching and learning process focused on skills training in the context of the new reference framework of the National Curriculum developed through the project;
  • Integrated approach (in the sense of making connections with real life);
  • Assuming new roles by teachers, facilitating learning in non-formal and informal educational contexts;
  • Using alternative methods of formative assessment;
  • Respect for diversity;
  • Capitalization of the hours available to teacher (25%) to the advantage of each student's progress;
  • CDS design capitalizing on the needs, resources, and local cultural, social, economic context;
  • Review of curricular documents targeting the "Second Chance" Program.

Implementation procedures and plan

CRED project started at the beginning of the year 2019 and until the end of 2020 it will implement the following activities:

  • Development of an educational policy document "Guidelines for designing and updating the national curriculum" and national workshops to inform relevant policy makers, experts, and educational partners;
  • Promoting a new methodology on curriculum development at the school's decision, focused on skills development;
  • Review of the methodology of the ADS program (Second chance), elaboration of specific curricula for ADS for primary and lower secondary education;
  • Elaboration and publication of methodological guides for different study disciplines in primary and secondary education;
  • Development of open educational resources and other relevant resources to support classroom implementation of new curricula (including multimedia, etc.);
  • Establish a national curriculum offer for integrated options (including ADS) and promote it
  • Analysis of the training needs of teachers in primary and secondary education for the application of the new National Curriculum;
  • Preparation of Lifelong learning activities for trainers and teachers in primary and secondary education;
  • Training of teachers in primary and secondary education, in order to integrate the new gymnasium curriculum and facilitate the transition of students from primary to secondary school;
  • Piloting complementary interventions to support students from vulnerable groups;
  • Developing and piloting curricular adaptation strategies to the needs of students from vulnerable groups;
  • Informing educational policy makers, experts, and relevant educational partners on updating the National Curriculum;
  • Evaluation of the competences of the 4th grade students from the perspective of acquiring the key competences, focusing on students from disadvantaged categories (baseline study);
  • Carrying out thematic research to support the process of implementing the curriculum based on key competencies, focusing on students from disadvantaged categories.

Monitoring and evaluation

The evaluation of the project process and result has the role of providing the necessary information for:

  • monitoring the implementation of the project, in accordance with the initial planning of activities;
  • identifying the risk situations that intervened in the implementation of the project, in order to identify optimal solutions;
  • continuous improvement of the implementation of activities, coordination of experts and management of project resources;
  • public information of beneficiaries, decision-makers, and the funder, regarding the project results;
  • carrying out analyzes and thematic research provided in the project.
