Purpose (100 words)

This "Three-year training Offer plan" (PTOF) by the Secondary school “G. Borsi” in Livorno, Italy is an example of the plans that each Italian school is required to prepare and update every year in order to develop their own educational policies to adapt general national guidelines (PNSD et alia) to the specific needs of local communities.  

The document explicits the curricular, extracurricular, educational and organizational design that the school adopts independently.

Consistent with the general objectives determined at national level, it reflects the characteristics of the cultural, social and economic context of the local reality, taking into account the territorial planning of the educational offer.

It promotes the aims, principles and tools provided for in the National Digital School Plan, and plans training activities for teaching and technical support staff.

Finally, it plans the need for staff positions and monitors infrastructure and material equipment.

In this way it implements the Improvement Plan elaborated in the Report of Self-evaluation.

All the school components are involved in its drafting.

Pag. 11 contains guidelines to implement STEAM educational activities.

Reason for policy

The document is the result of an internal process of reflection, aimed at identifying concrete paths for improvement, thanks to the qualified information of which arranges the school.

The school aspires to the following principles: centrality of the student, recognition and enhancement of the diversity and potential of each one; collaboration between all the school components with the promotion of integration between family-school and territory; enhancement and qualification of the staff through the planning of training actions able to raise professional skills.

The general aim pursued was to positively change pupils' attitudes towards significant areas of knowledge. In particular, actions have been carried out to strengthen medium-high level pupils in order to promote their school results. Entrance and parallel tests, as well as examinations were structured by competence, with relative evaluation grids. Some of the PON Inclusion modules have been set up as Learning Units with authentic final task.


Description of the policy

Following a first part containing descriptive information about the school environment and its surroundings, the document reports the three key points that characterize the educational action of the school, aimed at promoting an environment as comfortable as possible, open to new STE(A)M technologies and the integration of a music course.

The document then highlights the three-year strategic objectives:

a) enhancement and strengthening of language skills, with particular reference to Italian as well as English and other languages of the European Union, including through the use of the Content language integrated learning methodology;

(b) enhancement of mathematical-logical and scientific competences;

(c) strengthening skills in music practice and culture, art and art history, cinema, techniques and media for the production and dissemination of images and sound, including through the involvement of museums and other public and private institutions working in these fields;

(d) development of skills in the field of active and democratic citizenship through the enhancement of intercultural and peace education, respect for differences and dialogue between cultures, support for the assumption of responsibility as well as solidarity and care for the common good and awareness of rights and duties; strengthening knowledge of legal and economic and financial matters and education for self-entrepreneurship;

(e) development of responsible behaviour inspired by knowledge and respect for legality, environmental sustainability, landscape heritage and cultural activities;

f) development of students' digital skills, with particular attention to computational thinking, critical and conscious use of social networks and media.

g) strengthening of laboratory methodologies and activities;

h) prevention and fight against early school leaving, all forms of discrimination and bullying, including cyber-bullying; strengthening of school inclusion and the right to study of students with special educational needs through individualized and personalized paths also with the support and collaboration of the social health and educational services of the territory and the associations of the sector and the application of the guidelines to promote the right to study of students adopted, issued by the Ministry of Education, University and Research on December 18, 2014;

(i) enhancement of individualised training courses and involvement of pupils and students;

l) identification of paths and systems functional to reward and enhance the merit of pupils and students;

m) literacy and improvement of Italian as a second language through courses and workshops for students of citizenship or non-Italian language, to be organized also in collaboration with local authorities and the third sector, with the contribution of the communities of origin, families and cultural mediators;

n) definition of an orientation system.

Page 11 of the PTOF proposes to implement a STEM and a STEAM special project every year, based on availability of fundings through public calls  by the Ministry of Education. STEAM and STEM projects are considered key to make students accustomed to new technologies and to build individual more effective learning paths for Mathematics and Music.


Implementation procedures and plan

Over the last six years the school has promoted and enhanced multimedia teaching for the creation of innovative learning environments. Practices used have been, for example, class 2.0 (the first class 2.0 was achieved by winning the first national competition in 2008), the creation of class sites, participation in competitions with the creation of multimedia products, the preparation of examinations in an interactive way.

A teacher at the Institute, the so-called digital animator, together with the Headmaster and the Administrative Director, is responsible for forming a cohesive team for innovation in the school so that it can (Ref. Prot. No. 17791 of 19/11/2015) "promote the process of digitization of schools and disseminate policies related to educational innovation through accompanying actions and support on the territory of the national digital school plan".


Structures for implementation

The training needs accepted by the Training Plan can be catered for:

- through initiatives carried out by the institute, including by using the

collaboration of qualified and staffed teachers

- by relying on external parties (selected through the procedures of the

(for the acquisition of goods and services), which carry out the interventions

necessary according to the precise instructions of the institute.

- involving staff in initiatives planned and carried out

entirely by external subjects (possibly selected with the procedures

(e.g. for the acquisition of goods and services)

- through coaching and training with or without an expert external


Monitoring and evaluation

In order to monitor the pursuit of the objectives, a performance target measurement table is prepared annually, which serves to keep the entire "school system" under control with a view to the continuous improvement of the service provided and the achievement of the priorities and goals of the Self Assessment Report.

In addition, in the continuous pursuit of service improvement, various monitoring actions are taken to measure the action and success of the service. These tools are implemented in surveys: on pupils' learning through periodic parallel tests on the results of the state examinations and on pupils' performance at secondary school on the satisfaction of the activities and the school organization through diagnostic questionnaires at the end of the school year The conscious participation of the different "actors" for the achievement of a service and the achievement of quality goals, obtained through training and information, then opens wide possibilities for comparison, dialogue and constructive opposition and indicates the ways to change the structure itself depending on the needs of those who address or work there. The mapping of information on the school service is continuously updated and visible on the website www.scuolaborsilivorno.gov.it.
